The clan who have war between them can not make alliance
The alliance may consist of 3 clan
Privileges of Alliance leader:
O Leader has the right to put or remove which clan wants from the alliance, and to dissolve it (taking a penalty of 10 days to make new)
If he does kick a clan, can not do a NEW invite for 24 hours
Leaving an alliance:
